Paul grew up in the San Francisco Bay Area in East Palo Alto graduating from Ravenswood High School.  He received a BA in Earth Sciences and Environmental Studies from UC Santa Cruz.  In 1977 Paul moved to the San Joaquin valley and began working for Self-Help Enterprises where he continues to work as a Community Development Specialist.  Through Self-Help Enterprises he has assisted over 40 disadvantaged rural communities in developing funding for over 60 water and sewer projects. 
  
Service outside of employment currently includes serving on the Farmersville City Council, the Tulare County Association of Governments, Consolidated Waste Management Authority, and on the California Partnership for the San Joaquin Valley as convener of the Water and Energy Workgroup.

Tom DiGiovanni is founder and president of New Urban Builders, a Chico-based developer and builder of mixed-use neighborhoods.  The company’s purpose is to build places of enduring value by crafting a broad range of practical, comfortable and beautiful homes, workplaces and civic spaces that provide opportunities for the daily interaction essential to community.  Formed in 2000, New Urban Builders focuses on building traditional neighborhoods in greenfield and infill settings in small to mid-sized cities and towns in Northern California.   The Company’s residential offerings include bungalow courts, single-family detached homes, row houses, small apartment buildings, and small mixed-use buildings.  Its neighborhoods are created using the principles of New Urbanist design.  Homes are designed to be well-proportioned, reasonably priced, and built with a craftsman ethic.  New Urban Builders is committed to high standards of design, durability and energy-efficiency.


Tom has over 25 years experience in all aspects of real estate planning, development and management.  Previous professional experience includes infill commercial and retail development in the Boston area and large-scale master-planned community development in Southern California.  He holds a degree in history from Harvard, and a master’s degree in real estate development from MIT.  Prior to founding New Urban Builders, Tom formed Heritage Partners in 1991.  The firm provided planning, project management and development services to private and public clients in the Central Valley and Sierra regions.  Tom has particular expertise in project planning, entitlement and financing, and market and financial analysis.  He is a charter member of the Congress for the New Urbanism and has served as co-chair of the Development and Project Implementation Task Force.  Tom currently serves as a board member of the National Town Builders Association (NTBA), based in Washington DC.  He has made numerous presentations for the Local Government Commission, Great Valley Center and Sierra Business Council, and lectured at CSU, Chico, as well as UC Davis, Berkeley, Harvard and MIT.


David Mogavero

David Mogavero, Senior Principal, has over 30 years experience in all areas of land use planning and building with special expertise in the areas of ecological building, environmental planning, infill development, urban design, energy efficient design and a unique and progressive perspective for community planning.
His commitment to human-based architecture, the revitalization of existing neighborhoods, economic and ecological sustainability of communities, and participation in the planning and design process by end-users is well-known and recognized within professional and citizen communities.

As one of the most experienced advocates and practitioners in land use transit issues in the Central Valley, Mr. Mogavero has actively lectured, written and advocated for environmentally-sound urban development, including infill and higher density transit and pedestrian oriented development. Through his professional practice and tenure as a board member and President of the Environmental Council of Sacramento and The Planning and Conservation League, he has facilitated the widespread adoption of these principles in many projects and communities throughout Northern California.



Steve Vang

Senior Consultant, California Energy Commission

Steve Vang, a senior consultant, manages and executes Public Interest Energy Research contracts from the California Energy Commission to work with utilities and builders to construct Zero Energy New Homes, which are designed to draw no more than 1 kW from the utility during peak time.  Vang also provides support for the Building America Program, which is sponsored by the U.S. Department of Energy.
