On June 24, 2006, Governor Schwarzenegger announced the formation of the California Partnership for the San Joaquin Valley to improve the economic, social and environmental quality of life of the San Joaquin Valley.

The Partnership consists of ten topically focused workgroups, of which the Great Valley Center is responsible for four: Advanced Communications Services and Information Technology; Energy; Land Use, Housing and Agriculture; and Transportation.
