Yolo County lies just across the Sacramento River from Sacramento County, but the two counties are markedly different. While Sacramento continues to urbanize, Yolo regards itself as an agriculturally based county and has adopted vigorous policies to protect prime agricultural lands. Over 70% of the county is currently under agricultural or open space protection.

Yolo County has four incorporated cities, with the City of Woodland as its county seat:
