
The Competition Sponsors sought design submissions
that would set a standard of excellence for roadside
rest areas along the Route 99 corridor and exemplify these 14 principles:
- Develop
innovative and creative design solutions that
demonstrate a "greenstop" -- a highway rest
area that is truly sustainable in terms of
wastewater uses, recycling, and other operations
to ensure
a "zero footprint" on the environment.
- Create designs that are "off the
grid" and meet the higher LEED levels
of Silver, Gold, or Platinum.
- Reflect the context
of the region.
- Establish a theme that reflects
the Route #99 corridor - a 250-mile segment
that
stretches from Stockton to Bakersfield, traversing
California's San Joaquin Valley.
- Serve as a
site-specific pilot project that can be replicated
in other areas.
- Develop plans that provide "escapes" from
the freeway environment.
- Provide safe and secure
environments for all users.
- Include opportunities
that highlight regional features.
- Appropriately
accommodate the needs of multiple users (e.g.
tourists, truckers, commuters,
families, and others) ,
- Address 24/7 uses.
- Are ADA and Cal OSHA compliant.
- Follow CALTRANS
and FHWA guidelines.
- Address the cost effectiveness
and benefits of the design.
- Provide traditional
reststop facilities (e.g. rest rooms, picnic
areas, etc.).
