Biography : Phil Hogan
District Conservationist
USDA Natural Resources Conservation Service

Phil Hogan is the District Conservationist for the USDA Natural Resources Conservation Service in Woodland, California. His office serves all of Yolo County.

Phil is a 22-year veteran of the USDA NRCS, also serving as a Soil Conservationist in the Woodland office, a Public Affairs Specialist in the Davis State Office, and the District Conservationist in Dixon from 1990 to 1993.

Phil is responsible for the administration of financial and technical assistance under the 2002 Farm Bill's conservation programs for Yolo County. These include the Environmental Quality Incentives Program (EQIP), the Conservation Reserve Program (CRP), the Wetlands Reserve Program (WRP), the Wildlife Habitat Incentives Program (WHIP), the Farmland Protection Program (FPP), and the Conservation Reserve Enhancement Program (CREP).

He has also worked for the National Park Service at Padre Island National Seashore, Indiana Dunes National Lakeshore, and the Bureau of Land Management out of Rawlins, Wyoming.
